Yes, it would be suitable. make sure you put it out of the way as the hooks hang down 16 inches so including the depth of your canoe that 29 inched from hangers

Q: Can the pulleys be rotated so they are at 90 degrees to the brackets? I need to hang my canoe going across rather than parallel to the roof timbers

No they have to face the same way as the rafters. Having said that I put extra pieces of wood because my wooden rafters were going the wrong way aswell(going across garage). I put heavy nails into the added bits of wood and a few big screws aswell. It sbeen up since last summer

Q: Can this be installed to hang from a thick steel girder running down the spine of the garage roof?

Not without having to drill holes through the girder to allow the securing bolts to pass through and attach the locking nuts.

Q: can i used this to hang my large car roof top box please

Yes I did exactly that. I hung a Thule roof box, it was a medium size but there was plenty of room for a bigger one.
