Are these cards compatable with the passport 360 made by federal apd card reader?

That depends on the configuration of your system. These will work if your system has a proximity reader and it's configured to accept 26 bit Wiegand format (also known as H10301) proximity cards. While the federal APD reader can be configured to accept different bit counts (up to 99 bits), I think the default is 36 bits. If your system is set to use 36 bit cards, you'll need to buy 36 bit cards. Although you can change the configuration of your system to read these 26 bits cards, you probably don't want to because it will invalidate all the old 36 bit cards.

Can I get these without the code on the outside?

The card number is printed on the back, but not the facility code. That would be a pretty bad security flaw.
