Q: can this be used on hair that has been relaxed and growing out?

I would not recommend. I did that in the past and ended up losing my hair. In addition, the texturizing effect works best on natural hair.

Q: What are the ingredients? It’s hard to believe it’s Lye free if it’s a texturizer but I’m open to being wrong.

I don’t believe any are Lye-free, but google the ingredients. Please make sure you keep your hair moisturized!
