Is the logic level 3.3v or 5v?

3.3v. You will need a level shifter to talk to 5v. Been looking into that recently as I found a great deal on a 5v led matrix.

Can i get schematics, and pcb gerber files(or pcb gerber picture files)?

not sure about the gerber file, but I did find schematics.

Can you connect a bme280 to this and use the feather to bt the data back to the rp4b?

Yes, the humidity sensor can make use of i2c or spi and send the data to your pi via BT. If you use the serial transfer service it will be very easy. You’ll need puiiup resistors for the i2c pins, start at 10k.
