Would this work for connecting two devices(one pc and one ps4) to one usb dac?

yes but manual selection of signal source will be necessary, have the USB DAC set up on the side with 4 USB ports and the console & PC set up on the side with 2 USB ports.

There are usb adapters to do this but I would recommend them. They are slow even for a single device. Just use a long cable.
