it does have two height positions. push all the way down and only bring up to first position which is lower then full position. can operate with either

Yes. Including a zipper area for pens, etc, and another zipper area with a mesh. Able to contain lots of small items and not worry about falling out. Also another area for passports, etc

It can easily hold them. There is one padded area for a computer and it is expandable. It could hold a 17" laptop, if desired.
