Q: Is the item hard or does it have flexibility to it? I want an item that doesn't have a hard interior shell but one that can flex with the notebook.

It doesn't have a hard backing or a shell at all. It's made of very soft and pliable leather. You will need a hard surface to write in it other than the binding of the composition book itself.

Q: How thic does it end up being? Could I use jump bands and turn it into a tn type cover for 7x10 journals?

Composition Book Cover fits standard 9.75 x 7.5” composition notebooks. 7x10 notebooks will not fit.

Q: Would it fit an 8.3 x 5.9 Bible Journal that is 1.5 inches thick?

Yes. It fits composition books. They are 9.75 in x 7.5 in. So your journal may be small or loose in it.

Q: Does this fit a 9.5x6.5x1.5 Bible?

The Bible might be a little too thick. It's made for notebooks. 100 pages fit comfortably, but I would hesitate to try, say, 200 pages. It will become bulky and awkward to handle. There are better Bible specific covers out there.
