the software well work with the ft-2980/ft2980r/ft-2900. only these radios. good luck.

Will this software set up emergency frequencies (noaa, fire...)?

As long as the frequency is in the 2 meter band, it should. I was able to program in the Forest Service emergency air guard frequency (168 MHz range) and listen in, but it will not transmit above the HAM designated range.
