do dehydrated Jalapenos have membranes in them and do they need to be rehydrated for sausage making?

There is no membrane as you would see in a freshly cut jalapeno, they're a small dice, just under a quarter inch, and no, you don't have to rehydrate, they'll absorb moisture from the sausage when mixed in.

Do these have the dried seeds mix in?

Yes some seeds are mixed in u can see them in the pic if you look closely I use theses all the time there fantastic in deer sausage u fo through about 8/10 packed a yrs

What is the country of origin of these?o

I am the owner of the Ask The Meatman at Amazon. Currently the country of origin for these jalapenos is China. However Schmidt Equipment and Supply in St. Louis Missouri does all of the final processing and cleaning of the material in their Momence, Illinois production facilities. Currently we have 19 production rooms that mill, sift, steam treat, laser sort, x-ray, metal detect, de-stone, air separate, blend and cut in order to provide the highest quality agricultural product in the industry.
